No charges for Park Police officer involved in November deadly chase, shooting

A police chase and shooting back in November 2023 left a 30-year-old man dead and a Park Police officer injured. Now, an investigation into that shooting has ended.

WASHINGTON — An investigation into a deadly shooting by a U.S. Park Police officer in Logan Circle in November 2023 has concluded, with the result that no charges will be filed against the officer. 

On Nov. 22, 2023, 30-year-old Turell Delonte Campbell was shot on M Street Northwest after an officer briefly chased him. Campbell later died at the hospital. 

The officer was also shot and was treated at a local hospital for his injuries and released. 

The U.S. Attorney’s Office for the District of Columbia (USAO), which reviews all fatal police interactions, said Monday that they found "insufficient evidence" to pursue federal criminal charges or D.C. charges against the Park Police officer, who has never been identified. The USAO reviewed body camera footage and surveillance camera footage, interviewing law enforcement officers and civilian witnesses as well as evaluating forensic and autopsy reports and radio communications, according to a press release from Matthew Graves' office, the U.S. Attorney for D.C. 

The chase began near 12th Street Northwest near Massachusetts Avenue around 2:30 p.m. When they turned onto M Street, body camera video captured the officer yelling, “Get down! You’re gonna get hurt!”

“No I’m not,” Campbell responded.

The officer appeared to grab Campbell's arm, repeatedly saying "Let me see your hands," when seconds later gunshots go off and the officer screamed. After more than a dozen shots were fired between the two, the officer called for help. 

A police report said a bag of what appeared to be cocaine was found at the scene. The officer was placed on paid administrative leave pending a full investigation. The press release from Graves' office did not mention the officer's current job status.

"After a careful, thorough, and independent review of the evidence, federal prosecutors found insufficient evidence to prove beyond a reasonable doubt that the Park Police officer willfully violated the civilian’s rights," the press release said. 

WUSA9 spoke to members of Campbell's family in the month following the shooting, and while they said they weren't mad at the officer, the family said the edited video didn't provide enough clarity for them to feel closure. They wanted to see more of the moments that sparked the chase in the first place. 

“It’s your life on the line, we understand," Turell Campbell’s aunt, Rhonda Campbell, said. "He’s scared for his life and he’s not going to let someone else take it ... [In the video] you don’t hear ‘stop, it’s police. You don’t hear what’s the reason. Why are you chasing him?”
