ASPEN HILL, Md. — A Rockville man is facing manslaughter charges after hitting and killing a pedestrian with his car in December 2023. Jose Isaac Zelaya, 24, was arrested Friday following an investigation.
The crash happened on Dec. 26, near the intersection of Veirs Mill Road and Atlantic Avenue just before 7 p.m. in the Aspen Hill area. Police say 70-year-old Teresa Moreno De Mejia was crossing the street when she was hit by Zelaya, who was driving a Toyota Supra.
After the initial crash, Moreno De Mejia was hit by a second car. Both drivers stayed on scene.
Following the investigation, detectives learned Zelaya was speeding when he hit and killed the woman. As a result, the 24-year-old faces several charges including negligent driving and manslaughter by vehicle.
The second driver has not been charged, police said.
