Police arrest 2 connected to retail theft crew members; more wanted

Investigators reveal that this group is responsible for around $170,000 in losses at upscale boutiques across seven states, including $35,000 in Fairfax County.

FAIRFAX COUNTY, Va. — Two men have been arrested in Fairfax County for their alleged involvement in a retail theft crew that targeted high-end boutiques across multiple states. Police continue to search for more members.

On July 19, just after 5:30 p.m., detectives with the Fairfax County Police Department were made aware of a car near the Tysons area that was known to be driven by an organized retail theft crew. A short time later, detectives found two suspects who drove up to the area.

Police then took Javier Velasco Puebla, 24, and Kevin Brian Espinoza, 19, both from California, into custody.

Puebla was charged with three counts of grand larceny, three counts of conspiring to commit larceny, two counts of stolen property with intent to sell, and possession of burglary tools. He was arrested and taken to the Fairfax County Adult Detention Center and held on a $2,500 bond.

Espinoza was charged with two counts of grand larceny, conspiring to commit larceny, two counts of stolen property with intent to sell, and possession of burglary tools. He was also arrested and taken to the Fairfax County Detention Center and held under a $2,500 bond.

Investigators say this organized retail theft crew has been linked to approximately $170,000 in total losses from high-end boutique retailers across seven states, including approximately $35,000 in Fairfax County.
