Police: Former after-school worker in Fairfax charged with 24 felonies for filming young girls, owning child porn

Investigators discovered over 400 images and videos of child sexual abuse on Arturo Elmore-Adon's phone.

FAIRFAX, Va. — Police say a Reston man who was arrested and charged for allegedly inappropriately touching and recording a 7-year-old girl, also abused his position as an after-school contractor for Fairfax County Public Schools (FCPS) to target other young girls. He has now been charged with a total of 24 felonies, ranging from sexual assault to unlawful filming, and is being held without bond.

The Fairfax County Police Department (FCPD) offered more insight into what was found on 25-year-old Arturo Elmore-Adon's phone on Wednesday. 

"What our detectives discovered inside of Elmore-Adon's phone was nothing short of disturbing and disgusting," Fairfax County Police Major Daniel Spital said during a news conference. "We located over 400 images and videos of child sex abuse material also known as CSAM that had been downloaded from several international websites."

Police say Elmore-Adone also filmed seven videos of young elementary school students inside two Fairfax County Public schools. 

"The seven videos were surreptitiously filmed by either hiding his phone in a bathroom or by placing his phone underneath the dresses, skirts, and shorts of the young children," Spital said. "There were seven videos that had a total of four victims all between the ages of six and eight." 

Police allege that starting in January 2023, he recorded the four victims, who were all girls and students at Churchill Road in McLean and Fox Mill Elementary in Herndon. Officials say the families of the victims have been notified and are receiving support services from both FCPD and FCPS.

FCPS Superintendent Dr. Michelle Reid said the school system was "deeply troubled" by this case. She says Elmore-Adone was background checked prior to being hired as a contractor in 2022, but he was cleared at the time. 

Elmore-Adon was contracted to run after-school activities, like sports, at several Fairfax County Public School campuses, according to FCPS. He was a contractor employed from September 2022 to May 2023 by Baroody Camps, Inc. Reid says FCPS continues working with Baroody Camps, Inc. 

FCPS says Elmore-Adon also worked at other elementary schools including Aldrin, Colvin Run, Great Falls, Forestville, Haycock, and Stenwood. However investigators say they have only located evidence to link Elmore-Adon to crimes at Churchill Road and Fox Mill. 

The investigation into Elmore-Adon was prompted by an incident in August in which he allegedly touched a 7-year-old girl's buttocks and recorded up her shorts. The incident happened at the Safeway in the 11100 block of South Lakes Drive in Reston, according to investigators. When police looked at store security camera footage, detectives say they saw Elmore-Adon following the girl and her mother throughout the store and it appeared that he took a photo of the child. According to a detective, the man appeared to walk toward the victim, kneel directly behind her and place what looked like a cellphone under the child’s legs.

Elmore-Adon remains at the Fairfax County Adult Detention Center, where he is being held without bond.
