ROCKVILLE, Md. — Bystander video captured an apparently-handcuffed man being smashed to a concrete walkway by a Montgomery County police officer. Arnaldo Pesoa, 19, is the handcuffed man in the video. He's facing drug and resisting arrest charges, according to court documents in the case.
Pesoa, of Silver Spring, Maryland was identified in documents as the man who was arrested in the Wednesday incident in Aspen Hill.

His arrest has sparked social media outrage and a police review of use of force after bystanders posted video of the incident.
Montgomery County police said they've started an investigation into the incident and are asking for witnesses who saw the arrest to contact them by calling (240) 773-6000.
"The Montgomery County Department of Police takes any complaints or evidence of excessive force seriously," a spokesperson said via the Department's official Twitter account. "An investigation into this matter has been opened and will be investigated thoroughly."
The officer involved in the incident has been identified by police as Officer III Kevin Moris. Police said Moris' police powers have been suspended and he has been placed on administrative duties pending an investigation.
The arrest occurred after officers were conducting an undercover investigation into someone selling psilocybin mushrooms in the Aspen Hill area. The suspect was identified as Pesoa and police located him in the McDonald's restaurant in the Aspen Hill Shopping Center on Wednesday night.
Police said Pesao became disorderly and resisted arrest inside McDonald's. Once officers removed Pesao from the restaurant, police said he continued to act disorderly and resisted arrest.
Witness videos posted to social media appear to show officers struggling to get Pesoa into handcuffs as they hold him on the floor inside the McDonalds.
A later video shows Pesoa being held by a plain-clothed officer face down on a concrete walkway outside the restaurant as the suspect shouts protests and obscenities. Pesoa appears to be in handcuffs.
The officer holding him orders Pesoa to "be cool" and "lay on your stomach and don't move," as Pesoa continues to shout.
The officer holding Pesoa uses his knee and body weight to push Pesoas neck and head into the concrete.
The officer then uses Pesoa's shirt to cover the suspect's face. At least four other officers appear to be present during the incident.
Pesoa was taken to the Montgomery County Detention Center for processing and was released on bond, according to court documents.
Pesoa is charged with "possession with intent to distribute" drugs as well as an assault charge. The suspect's also charged with resisting or interfering with and arrest.
