Police release body camera footage of officer shooting a man

Corey Darnell Branch was shot and injured on Dec. 18 in the Penn Quarter neighborhood of Northwest D.C.

WASHINGTON D.C., DC — D.C. police have released the body-worn-camera footage from the incident in which an officer shot and injured a man last week in the Penn Quarter neighborhood.

Police say, Corey Darnell Branch 27, was charged with assaulting a police officer and drug and firearm possession following a brief pursuit with police on Dec. 18 around 8:30 p.m.

Court documents indicate that police officers were conducting extra patrolling in the downtown area due to an increase in armed robberies. According to the affidavit filed in D.C. Court, Branch caught the attention of officers because he was adjusting his waistband repeatedly. 

The redacted video starts with the officer getting out of his patrol car and running after Branch.

D.C.'s Deputy Mayor of Public Safety and Justice Lindsey Appiah has identified the shooting officer as Leonardo Bell. The officer was put on administrative leave pending the investigation into the shooting. 

Fifteen seconds into the video, officer Bell is heard telling Branch, "Put your hands up. Put your hands down."

Three seconds later, Branch is seen falling to the ground and getting back up.

Twenty seconds into the video, the officer fires a single shot, injuring Branch. 

Once on the ground Branch is handcuffed and searched. Branch is heard telling officers that he has nothing on him, but officers point out the pistol on the ground.

Court documents say that Branch was observed by police officers making, "adjustments to his waistband area; as if he were carrying and attempting to conceal a weapon." 

In the introduction portion of the released video, police say officers saw the outline of the pistol. The affidavit says that while inside their cruiser, police officers asked Branch if had weapon—he did not answer and took off running.

It wasn't until the chase that the report says officers saw Branch brandish the weapon. 

The night of the incident, police said they did not believe Branch fired the weapon he was carrying. 

"Anytime obviously there's an individual on our streets armed with a firearm there is danger to the public, luckily in this case, there was only one individual who only has a minor wound. We were able to take that person in custody and recover a firearm," Executive Assistant Chief of D.C. Police Jeffrey Carroll told reporters the night of the shooting. 

The released footage also shows Branch on the ground telling officers,  "Hey, excuse me I'm bleeding." 

An officer responds, "Hey, nobody cares. Shut your mouth."

Court records show he is still hospitalized and unable to appear physically or virtually to his preliminary hearing that was scheduled for Dec. 25.
