Man driving more than 20 MPH over speed limit hits woman, killing her as she walked her dog, police say

The woman's dog ran away and was later found uninjured near her home.

WOODBRIDGE, Va. — A man is facing involuntary manslaughter charges Friday after police said he hit a woman with his car while driving more than 20 mph over the speed limit. 

Maria Isabel Cardozo, 57, was walking her dog on Mapledale Drive, near Miles Court, in Woodbridge on the morning of Oct. 17, according to the Prince William County Police Department,

Investigators said at the same time, 30-year-old Neil Jostin Stagnaro Riega was driving more than 45 mph in a 25 mph speed limit zone. 

As Cardozo was walking her dog, Riega hit the 57-year-old woman with his car, killing her. Cardozo's dog ran away and was later found uninjured near her home. 

Police reported in October that Riega stopped after hitting Cardozo, and he was not hurt. 

On Wednesday, nearly a month after the deadly collision, an arrest warrant was issued for Riega. He turned himself in to police on Friday and has been charged with involuntary manslaughter.
