According to the Metropolitan Police Department, 26-year-old James Rice is accused of killing 32-year-old Thomas Carlos Felder.
On May 1, officers responded to the 1300 block of Pennsylvania Avenue, Southeast, for the report of a shooting. When they arrived, they found a man who had been shot. He died from his injuries as first responders tried to help him.
In June, MPD released surveillance video of a person believed to be connected to the deadly shooting. Rice was arrested on Friday and charged with first-degree murder while armed. The crime was allegedly premeditated, however, police have not said if or how Rice and Felder may have known each other.
There is no word on the motive behind the deadly shooting at this time.
