Kevin Foster, 19, is charged with first-degree murder while armed in the deaths of a 23-year-old man and a 15-year-old boy who were shot on March 7.

According to the Metropolitan Police Department (MPD), the shooting happened in the 2700 block of Bruce Place Southeast just before 7:45 p.m.
