SILVER SPRING, Md. — Body-worn camera footage of Montgomery County police officers shooting a man inside a Silver Spring apartment was released by the office of the Maryland Attorney General Wednesday afternoon.
The Independent Investigations Division (IID) of the Maryland Office of the Attorney General shared the body-worn footage on YouTube. Viewer discretion is advised as the video captures the deadly shooting.
The deadly shooting happened just before 11:45 p.m. on May 29 inside an apartment in the 3300 block of Hampton Point Drive in the Fairland neighborhood. The man killed in the shooting was later identified as 28-year-old Bishop Jones-Daniel.
According to police, officers were called to the home and found the suspect's brother standing in the parking lot when they arrived. The body-worn footage shows officers speaking with the man outside the apartment, who said he jumped out a window to escape and that his mother was still inside with Jones-Daniel.
A good portion of the more than 30-minute body camera video shows an officer speaking with the mother over a cell phone. Officers tell the woman to get out of the apartment but she says Jones-Daniel is blocking her from leaving.
"Baby, they gonna kill you and I don't want them to kill you," the woman can be heard crying over the phone as she asks Jones-Daniel to listen to police.
Video shows while police were telling the woman to leave the apartment, she began crying "no, no, no, baby" repeatedly while begging for him to stop.
Negotiations between police and Jones-Daniel continued as officers declared a hostage barricade and requested SWAT back-up. Officials say the negotiations lasted for hours until SWAT entered the home shortly after 2 a.m.
The body-worn cameras from two officers captured the deadly shooting inside the apartment. Jones-Daniel was taken to an area hospital after the shooting where medical staff declared him dead. The officer who shot him has since been identified as Officer Edward Cochran, a 14-year veteran of the department.
The mother was treated and released at a nearby hospital. No officers were injured.
