FORT MEADE, Md. (WUSA9) -- Two men accused of ramming an SUV into a gate at the National Security Agency at Fort Meade Monday stole the vehicle from a man at a Maryland motel, according to Howard County police.
The victim whose car was stolen had picked the two men up in Baltimore before checking into a Jessup hotel.
A source told WUSA9's Garrett Haake that a man checked into the Terrace Motel at about 7:30 a.m. and ran out of his room yelling that two transvestites had stolen his SUV about an hour later.
Howard County police confirm that they received a call regarding a vehicle stolen from the Terrace Motel at about that time.
Just after 9 a.m. the two men allegedly tried to drive the stolen SUV into the gates of the NSA.
The men were dressed as women and had a small amount of cocaine and a gun with them when they attempted to enter Fort Meade, according to CBS.
Officials say the driver failed to obey the NSA officer's instructions for safely leaving and also failed to stop, "so barriers were deployed."
The driver then accelerated the vehicle toward an NSA Police vehicle which was blocking the road.
That prompted police to fire at the vehicle, which then crashed into the NSA Police vehicle. Despite witnesses describing an exchange of gunfire, it is not yet clear whether the men fired a weapon, according to CBS News.
The driver of the vehicle was shot and killed by NSA Police, according to CBS News. Officials have not yet identified the driver.
The passenger in the SUV has been identified as Kevin Fleming, CBS News reported. Fleming was critically injured during the incident, CBS News reported.
An NSA officer was also injured in the incident. The officer was taken to a local hospital, according to officials. Sky9 video showed a person in a uniform being wheeled on a stretcher to an ambulance.
Sky9 helicopter video showed the damaged suspect vehicle and NSA Police vehicle outside of the gates off the ramp from I-295.
One of the vehicles had the word "police" on the side and its hood up. The other vehicle was dark in color and also had some front end damage.
The FBI office in Baltimore is investigating the incident. Officials say that they do not believe the incident is related to terrorism.
"We are investigating with NSA Police and other law enforcement agencies. Our Evidence Response Team is processing the crime scene, and FBI Agents are doing joint interviews with witnesses. We are working with the US Attorney's Office in Maryland to determine if federal charges are warranted," said FBI officials in a written statement.
Fort Meade is the headquarters for the NSA and several other agencies under the Department of Defense.
A total of 10,000 service members and civilians live at Fort Meade, according to officials. Fort Meade employs 51,360 people, officials said. Everyone at Fort Meade is safe, according to Fort Meade officials.
