Man found guilty on all charges for luring women into his car, sexually assaulting them in Arlington

During the investigation, it came to light that Basurto recorded one of the sexual assaults and saved the video on his phone in a file that was double encrypted.

ARLINGTON, Va. — A man has been found guilty on all charges brought against him for luring different women into his car and sexually assaulting them in Arlington. Julio Basurto was found guilty after three days of trial and two hours of deliberation.

He is convicted of two counts of abduction with intent to defile, one count of object of sexual penetration, and one count of forcible sodomy. Investigators say these charges stem from two separate assaults he committed in the Clarendon area, one on Oct. 10, 2021, and another on May 21, 2023, in which he lured two different women into his car, and sexually assaulted each of them. 

Unfortunately, based on information found during the investigation, detectives are now searching for more victims of attacks that may have happened on the following dates in the early morning hours of:

  • September 20, 2021
  • October 3, 2021
  • October 14, 2021
  • September 4, 2022

Basurto, who often went by Elder Julio, has served as part of the community advocacy group Juntos En Justicia. WUSA 9 spoke with him earlier this year after a student overdosed in a bathroom at Wakefield High School.

In June, he was listed as a voting member of Arlington Public School's Advisory Committee on Transportation Choices, which advises the staff-level Joint Committee on Transportation Choices (JCTC) regarding strategies and plans of action that will develop and promote transportation choices for APS students, families and staff.

On June 20, he tweeted a verse from the King James Version of the Bible saying, "Matthew 7:12 The Golden Rule "Do unto others as you would have them do unto you. That is the essence of everything that is taught..." 

Basurto further added, "Stay clean in your actions and inactions."
