PRINCE GEORGE'S COUNTY, Md. — Officials are now reviewing another fatal shooting involving Prince George's County police Corporal Michael Owen.
On Tuesday, Prince George's County Police Chief Hank Stawinski announced Owen had been charged with second-degree murder for allegedly shooting 43-year-old William Green, while he was handcuffed in a police cruiser.

In December 2011, Prince George's County Police say Owen also fatally shot 35-year-old Rodney Edwards in the 7500 block of Greenleaf Road in Palmer Park.
The Prince George's County State's Attorney's Office announced Wednesday it will now review that case.
According to police, the shooting occurred shortly after Owen had left a volunteer shift at a Toys for Tots event at Prince George's County Police Headquarters.
Former Prince George's County Assistant Police Chief Kevin Davis said that in 2011, Owen had spotted Evans laying in the grass near his home. Shortly after that, Davis said Owen shot Edwards because he had pointed a gun in the officer's direction.
"That revolver was loaded," Davis said.
Owen was not criminally charged in the case.
But, at the time, Edwards' family contended he did not have a gun.
"There was no gun," Edwards' uncle, Henry Edwards, said. "Nobody said nothing about a gun."
Henry Edwards said he appreciated the state's attorney's office's decision to review his nephew's case. He said Edwards, who was a father of three children, did not receive the justice he deserved in 2011.
"It's uncalled for," Edwards said of Owen's shooting. "You're supposed to be protecting us, but you killed him."
