WASHINGTON -- On the very same street that D'Quan Young was killed by an off-duty D.C. police officer two weeks ago, cell phone video has surfaced of an incident that happened Saturday.
The video is being widely shared on social media. It shows four D.C. police officers trying to restrain a man police have identified as Samuel Cooper.
Some are questioning whether police used excessive force. A police incident report said Cooper was drinking from a red plastic cup and holding an open bottle of alcohol when he ran away from police and tossed a handgun under a car.
The question is whether an officer threw several punches, or he was simply trying to control Cooper. What the video doesn't show is what happened leading up to the arrest.
Cooper has been charged with eight offenses, including assaulting a police officer. D.C. police also recovered four glocks from him and ammunition. Police said the guns and ammunition were not registered.
