2 arrested for stealing from Secret Service SUV used by Biden's granddaughter

Secret Service agents protecting Naomi Biden opened fire on three people in November last year.

WASHINGTON — A 19-year-old man and a teenage boy have been arrested for allegedly stealing things from inside a Secret Service SUV last year. Court documents say Robert Kemp and the unnamed teen took a police vest and night vision goggles — among other things — from inside the SUV. Agents opened fire and sent Kemp, and two other people running away.

The agents, assigned to protect Naomi Biden, were out with her in the Georgetown neighborhood on Nov. 12, when they saw the three people breaking a window of the parked and unoccupied SUV, Secret Service officials said last year.

One of the agents opened fire, but no one was struck by the gunfire, the Secret Service said in a statement at the time. The three people were seen fleeing in a red car, and the Secret Service said it put out a regional bulletin to Metropolitan Police to be on the lookout for it.

According to court documents, that car was a red Toyota Carola stolen earlier in the night from a home in Northwest. It was recovered by MPD officers a couple of days later. Some of the items stolen from the Secret Service SUV were found inside the stolen car, along with a McDonald's receipt that showed a visit to the Golden Arches just two hours after the theft. 

According to the arrest affidavit, crime scene technicians were able to pull fingerprints belonging to Kemp and an unknown juvenile from the McDonald's receipt, a McDonald's bag, and the stolen items in the car on Nov. 26. Investigators also learned the juvenile was on court-ordered GPS monitoring, according to the documents.

Information from the GPS monitoring device put Kemp and the unidentified teen in the vicinity of the Secret Service theft, and the Capital Heights McDonald's. Investigators were even able to pull a photo of Kemp from McDonald's surveillance video.

Documents say detectives were able to track Kemp down and interviewed him at his house. He agreed to speak without a lawyer present. 

Kemp told detectives he was driving the stolen car in Georgetown when the passenger of the vehicle broke into the "black truck." He told police that the passenger, identified as "JR," told him to stop the car. JR got out and and Kemp saw him break the window of the truck. Kemp said next thing he knew, he heard a gunshot and left in the red getaway car.

Kemp admitted to driving around for a few more hours, including to McDonald's. He told police he dropped "JR" off at Cardozo High School before going home. Documents say he denied knowing what was stolen or where the stolen items were.

Kemp was arrested on Feb. 7. He was charged with theft and unauthorized use of a vehicle. A 14-year-old boy was also arrested in connection to this case on Feb. 19. The boy was charged with three counts of armed carjacking, unrelated to the Secret Service theft, according to the Washington Post
