DC man has been convicted of sexual abuse 26 times since 1999

The man has been convicted of 26 misdemeanor sexual abuse charges since 1999.

WASHINGTON — A 64-year-old man with a long history of misdemeanor sexual abuse convictions dating back to the 90s has pleaded guilty to attacking two women he did not know earlier this year. 

According to the Department of Justice, Michael Hilliard pleaded guilty Tuesday to two misdemeanor charges for sexually abusing a woman and physically assaulting another. Neither of whom he knew before the attacks. 

The first attack happened on June 28 when the woman noticed Hilliard walking in and out of traffic on Rhode Island Avenue in Northwest, D.C. He then walked toward the victim and asked for water. After she obliged, Hilliard began rummaging through her car. When she told him to stop, he hit the woman and ran away. He was apprehended a short time later. 

Less than two months later, Hilliard approached a car along 14th Street in Northwest, D.C. on August 16. He demanded money and when the woman in the car said she did not have any cash, Hilliard reached into the car and grabbed her breast. He was again apprehended a short time later. 

Hilliard pleaded guilty to both crimes. He has now been convicted of 26 misdemeanor sexual abuse charges since 1999, including one in January in which he was sentenced to 180 days in prison. Hilliard was also convicted of a fourth-degree sexual offense in Montgomery County, Maryland on October 3, 2022, where he is under supervision until 2025.  

A judge sentenced Hilliard to 180 days in prison for the misdemeanor sexual assault, the maximum sentence available, and 30 days for the assault. The sentences will run consecutively.
