WASHINGTON — A Former United States Capitol Police Officer has pleaded guilty to violating an individual’s civil rights.
Thomas Smith, 46, was charged in 2022 for recklessly engaging in a dangerous pursuit in 2020. According to court documents, on June 20, 2020, Smith was conducting security checks at the homes of members of Congress in the Georgetown neighborhood. During his security checks, Smith began following two individuals riding motorcycles.
It is important to note that USCP policies prohibit pursuits outside of Capitol grounds except in emergencies. Smith ignored protocol and conducted the pursuit without prior approval.
While following the motorcyclists, Smith’s cruiser hit one of the riders at the intersection of Wisconsin Avenue and M Street. The rider went flying through the air, before hitting the ground. The victim was lying in the street, unconscious, instead of checking on the victim or calling EMS, Smith Drove around the victim and fled the scene.
Hours after the hit and run, Smith falsified documents in an attempt to cover up his tracks.
“…former officer Smith violated the Constitution and abused his position by recklessly engaging in a dangerous pursuit that resulted in an unnecessary collision that could have had devastating results. The U.S. Attorney’s Office is committed to protecting the civil rights of all District residents and to holding accountable individuals who violate those rights,” said U.S. Attorney Graves.
Smith is now facing up to 10 years in prison. He is scheduled to return to court on January 22, 2024 for sentencing.
