Former Metro Transit Police Officer sentenced to 1 year for beating person with metal baton

Vance hit the victim in the head with his baton for no reason. As the victim attempted to run away, Vance began to chase him, still swinging his baton.

WASHINGTON — A former Metro Transit Police Officer faces over a year in prison for beating an unarmed transit rider with a metal baton on February 16, 2018. 

The Department of Justice says Andra Vance, 49, was sentenced on Tuesday to one year and one day in prison for his actions six years ago. 

 “This violent, brutal beating of a citizen by someone cloaked in police powers deserves significant punishment and condemnation,” said U.S. Attorney Matthew Graves.

According to evidence presented in court, the victim attempted to use an invalid Metro card at Anacostia station to board a train. The card was confiscated by another Metro Transit personnel and the victim became angry.

The victim complained to Vance and walked away from the fare gate. When he returned, Vance hit the victim in the head with his baton without any legal justification. As the victim attempted to run away, Vance began to chase him, still swinging his baton, hitting the victim in the head and neck repeatedly. 

After the assault, MTPD conducted a review of Vance’s use of force and immediately suspended him, then notified federal authorities. 

“What happened is disgraceful, which is why we immediately relieved the former officer of his duties and investigated. We appreciate the U.S. Attorney in the District and investigators,” said MTPD Chief Michael Anzallo.

A fellow officer who witnessed the assault helped handcuff the victim and testified in court in defense of the victim, saying he was not a threat to Vance or anyone else. 

In addition to the prison term, Vance will serve 12 months of supervised release. 

 “This sentencing should make clear that officers who abuse their authority will be held accountable, regardless of whether their actions occur on public streets or inside public transit systems,” said Assistant Attorney General Clark.
