Former DC Metro officer charged with civil rights offense after assaulting someone in 2018

The officer struck an individual with a baton multiple times on the head, and then used the baton to choke the same individual, officials say.

WASHINGTON — A former D.C. Metro Transit Police Officer was indicted Thursday after officials said he used unreasonable force on someone in 2018.

According to the indictment, Andra Vance, 45, was on duty on Feb. 16, 2018 as a Metro Transit Police Officer, when he assaulted someone by striking them with "a baton multiple times on the head and then using the baton to choke the individual," a press release from the U.S. Attorney's Office in D.C., said.

This incident resulted in bodily injury to that individual.

According to the release, Vance faces a maximum statutory penalty of 10 years in prison, and a fine of up to $250,000 for each of the two civil rights violations. 

But the Attorney's Office said an an indictment is just an accusation, and "a defendant is presumed innocent unless proven guilty."

The Metro Transit Police Department conducted a review of Vance’s use of force after the incident. The department suspended Vance's police powers after the review, launched an internal investigation and notified federal authorities.
