The Independent Investigation Division (IID) of the Office of the Attorney General has taken over the investigation.
Neighbors who spoke to WUSA9, say they heard a lot of screaming prior to the shooting.
Officers on the scene were wearing body cameras, which recorded the shooting. The footage is expected to be released within 20 business days of the shooting.
Per protocol, CPL. Hobbs has been placed on administrative leave.
CASA is now working with the family of Chavez and released a statement on their behalf following his death on Saturday.
