DC Police make arrest in unsolved murder from 1990

Norman Rich was found shot to death in his bedroom in Southeast DC on March 28, 1990.

WASHINGTON — Police in D.C. have charged a woman with second-degree murder and obstruction of justice for a deadly shooting that happened more than three decades ago

Detective Kevin Kentish announced the arrest of 66-year-old Sheila Brown of Annapolis, Maryland on Thursday.

On March 28, 1990, Metropolitan Police Department officers responded to a shooting call in the 500 block of M Street, Northeast. Once there, they found 33-year-old Norman Rich, also known as "Semo," shot to death in his bedroom. 

According to the initial investigation, Rich was found by his girlfriend, Sheila Brown, who was also the mother of their three children. At the time, Brown told police she was about to run some errands when two men knocked at the door looking for Rich. She identified one of the men by the name "Ducky." She said when she got back from running errands, Rich was dead in the bedroom.

The case went unsolved for 34 years. As a result of the continued police work, Brown was indicted by a grand jury on murder and obstruction charges. On Wednesday, Brown was arrested by police in Annapolis and the United States Marshals Service.

During Thursday's press conference, Det. Kentish could not provide specific details about how the case was solved, due to the grand jury indictment. He did say the case was domestic in nature.

“There were certain things that are present now that were not present, like DNA and witness statements," Det. Kentish said, but would not elaborate.
